What it is. The central tender portal for South Africa, operated by National Treasury (etenders.gov.za). Mandatory publication channel for all organs of state under the Public Finance Management Act and Municipal Finance Management Act regimes.
Access pattern. Free to read. Central Supplier Database (CSD) registration required to bid — single supplier record reused across all organs of state. Tender documents typically published as PDF bundles plus downloadable Bid Document Pack (SBD forms in MS Word / Excel).
Notice format. Each tender comes with the Tender Notice plus the Bid Document Pack — a standardized set of Standard Bid Documents (SBD-1 through SBD-9): bidding information, tax status, declaration of interest, preference claims (BBBEE), past supply, certificate of independent bid determination, and so on.

- Ingest into qlows. The SBD forms are standardized — qlows recognizes them and pre-populates their compliance grid rows by name:
- SBD 1 — bidding information.
- SBD 2 — tax compliance status pin.
- SBD 4 — declaration of interest.
- SBD 6.1 / 6.2 — preference points (BBBEE level under PPPFA).
- SBD 8 — declaration of past supply.
- SBD 9 — certificate of independent bid determination.
- Route open items. BBBEE certificate to HR / Transformation, tax PIN to Finance, declarations to Legal / Compliance.
