TED is the EU’s single notice board. If a public- sector contract from any EU Member State is above threshold, it publishes here. For a contractor bidding cross-border, TED is where you discover the opportunity; the national portal (eTenders.gov.ie, BOAMP, AusschreibungenDE, etc.) is where you actually pick up the ITT and submit.

01 · TED — Tenders Electronic Daily

What it is. The online version of the Supplement to the Official Journal of the European Union. Operated by the Publications Office of the EU. ~750,000+ procurement notices published per year. Free, public, searchable in all 24 EU languages with an English UI.

Access pattern.Free, no registration to search and read. Open API plus daily XML bulk download for machine ingestion. Notice content is multilingual — buyer publishes in the contracting authority’s official language(s); machine-translation is offered but document attachments stay in the buyer’s language.

Notice format. Since October 2023 every TED notice is an eFormsstructured XML record (replacing the older TED Standard Forms / TED Schemas). That’s a huge improvement for ingestion: each notice has typed fields for CPV, value range, deadline, lot structure, award criteria — machine- readable, language-stable.

02 · eForms: the structured notice format

eForms make TED notices machine-readable in a way the old TED Standard Forms never were:

  • CPV codes — typed, standardized → reliable opportunity filtering.
  • Award criteria — typed with weightings → the win-theme map writes itself.
  • Selection criteria — typed by category (economic, technical, professional) → the ESPD section of the compliance grid.
  • Deadline + timeline events — typed datetimes → calendar integration without parsing prose.
  • Lot structure — typed, hierarchical → multi-lot bid decisions become structured choices, not re-reads.

What stays unstructured is the linked ITT bundle — the actual tender documents that live on the buyer’s national e-procurement portal in the local language.

03 · The qlows workflow on TED notices
  1. Discover the opportunity on TED via CPV search, country filter, or daily RSS / API alert.
  2. Paste the TED URL into qlows. The structured eForms data populates the opportunity record directly (CPV, value, deadline, award criteria, lot structure). No manual transcription.
  3. Follow the linkto the buyer’s national portal and download the full ITT bundle in the local language.
  4. qlows ingests the bundle multilingually. Requirements get extracted and translated to English in the compliance grid while the original-language source is preserved per row for audit. The ESPD section gets mapped automatically.
  5. Route open items. Magic-link routing to SMEs. Submit response in the original language via the national portal.
