Three notice types, structured by procurement value:
- ITQ — Invitation to Quote. Procurement up to ~S$90k. Lightweight — typically a one-page specification + pricing schedule. Fast turnaround.
- ITT — Invitation to Tender. Standard mid-to-large procurement. Full ITT document, technical schedules, pricing schedules, qualification criteria, evaluation matrix.
- ITB — Invitation to Bulk Tender. Large framework / panel procurement. Multi-lot structure, longer evaluation cycle, framework conditions.
All three share the same response-bundle pattern: mandatory eligibility forms, technical proposal, pricing schedule, declarations.
