Singapore runs one of the most consolidated public procurement systems in the English-speaking world. Every government, statutory board, and most government-linked companies post their procurement through GeBIZ. Single portal, single registration, single document grammar.

01 · GeBIZ

What it is.The Singapore Government’s one-stop e-procurement portal — operated by GovTech. Mandatory channel for all government ministries, statutory boards, and most organs of state to publish their procurement opportunities.

Access pattern. Free to read. Singpass / Corppass registration required for full document access and response submission. Every document published in English; ITT bundles are typically clean structured PDFs plus standard pricing schedules in Excel.

02 · ITQ / ITT / ITB — the three notice types

Three notice types, structured by procurement value:

  • ITQ — Invitation to Quote. Procurement up to ~S$90k. Lightweight — typically a one-page specification + pricing schedule. Fast turnaround.
  • ITT — Invitation to Tender. Standard mid-to-large procurement. Full ITT document, technical schedules, pricing schedules, qualification criteria, evaluation matrix.
  • ITB — Invitation to Bulk Tender. Large framework / panel procurement. Multi-lot structure, longer evaluation cycle, framework conditions.

All three share the same response-bundle pattern: mandatory eligibility forms, technical proposal, pricing schedule, declarations.

  1. Discover via GeBIZ search or daily alerts.
  2. Register interest via Singpass / Corppass, download the bundle.
  3. Ingest into qlows. Singapore ITTs follow a stable template — qualification criteria, technical evaluation criteria, pricing schedules, mandatory declarations. qlows builds the compliance grid with Singapore-specific rows:
