What are EU tenders?
TED, national portals, and the thresholds
Across the EU, public contracts above a set of value thresholds must be advertised EU-wide on TED (Tenders Electronic Daily), the Union’s official journal for procurement. Below those thresholds, contracts are published on each country’s national portal — bund.de and DTVP in Germany, BOAMP and PLACE in France, TenderNed in the Netherlands, and so on.

- EU member states publish tenders above the EU thresholds on TED (Tenders Electronic Daily), the EU's central portal, as well as on their national portals. Non-EU European markets — the UK, Switzerland and Norway — publish on their own national systems (Find a Tender, simap.ch and Doffin). qlows aggregates all of them and matches notices to your catalog.
- What is the difference between TED and national tender portals?
- TED carries EU tenders above the EU value thresholds, in every official language. National portals carry those same high-value tenders plus the many below-threshold contracts that never reach TED. To see everything relevant, you need both — which is why qlows reads the national portals as well as TED.
- Can a foreign company bid on European public tenders?
- Yes. Within the EU single market, suppliers from any member state bid on equal terms. Under the WTO Government Procurement Agreement, suppliers from other GPA parties can also bid above each market's threshold, with no local-presence requirement.
