Contracting authorities each pick a commercial e-tendering system, so the same country’s notices are spread across several platforms — with above-threshold notices unified only on TED. That fragmentation is precisely why an aggregator matters here.
Swedish public procurement (offentlig upphandling) is highly digitised — electronic submission is the norm — but the publication layer is commercial. The systems that carry most of the volume:
- TendSign (Visma) — one of the most widely used e-tendering systems among Swedish authorities.
- e-Avrop and Mercell — other common systems for publishing and submission.
- Kommers (Primona) — used by a share of authorities.
- TED — the one place all above-threshold notices converge, regardless of which system hosts the documents.
The practical implication: to see everything, you either register on multiple systems or use a source that reads across them. Registration on each platform is free; you download the förfrågningsunderlag (tender documents) and submit electronically there. The ESPD applies as across the EU. Documentation and bids are in Swedish, and sustainability and lifecycle criteria are weighted heavily.
