Spain tender platforms: how to bid on PLACSP

Spain consolidated its public procurement onto one national platform — central, regional, and local all publish there. Get the digital certificate right and the whole market opens from a single login.

Spain runs one of the more centralised procurement systems in the EU. Every public body — central government, the autonomous communities, and municipalities — publishes on the Plataforma de Contratación del Sector Público (PLACSP). One portal, one login, the whole market.

01 · PLACSP: the national portal

What it is.PLACSP (at contrataciondelestado.es) is Spain’s mandatory national e-procurement portal. Contracting authorities at every level must publish their notices there, and the platform covers the full lifecycle: publication, document access, clarifications (Q&A), electronic submission, and award notification. Above the EU thresholds, notices are also transmitted to TED.

The DEUC.Spain’s implementation of the EU’s ESPD is the DEUC (Documento Europeo Único de Contratación) — the standard eligibility self-declaration you submit instead of front-loading every certificate.

02 · Registration and electronic bidding

Reading is open; bidding needs a certificate. Browsing notices is free and anonymous. To submit, you register on PLACSP and need a certificado electrónico — a digital certificate from a recognised Spanish or EU (eIDAS) provider — for authentication and electronic signature. Electronic submission is mandatory above modest values.

Language. Documentation and bids are in Spanish (some autonomous communities also use a co-official language). Turning a Spanish pliego de cláusulas into a structured, English requirements plan is exactly where an AI-native workflow pays off.
