Portugal separates transparency from transaction. Every public contract — regardless of value — is recorded on BASE (base.gov.pt), the central procurement portal run by the IMPIC. But the tendering itself happens on a set of state-certified electronic platforms, not on BASE.
BASE (base.gov.pt). The official transparency portal. It publishes notices, award decisions, contract modifications, and supplier-performance data — the single place to see the whole Portuguese market and its history. Above-threshold notices also go to TED.
Certified electronic platforms.The actual procedures — document distribution, Q&A, and bid submission — run on state-certified platforms such as Vortal, acinGov, anoGov, and Saphety. The BASE notice tells you which platform a given tender uses.
You register (usually free, some platforms charge for premium features) on whichever certified platform hosts the tender, download the caderno de encargos and programa do concurso, and submit electronically with a qualified electronic signature. Portugal’s ESPD implementation is the DEUCP. Documentation and bids are in Portuguese.
