Norway tender platforms: how to bid on Doffin & Mercell

Norway isn't in the EU — but through the EEA it runs on EU procurement rules, and its market is wide open to foreign suppliers. Two platforms cover almost all of it.

Norway sits outside the EU but inside the EEA, so it applies EU public-procurement rules and opens its market to suppliers from across the EEA and WTO-GPA parties. The discovery layer is one official notice board; the transaction layer is mostly one dominant platform.

01 · Doffin and Mercell

Doffin (doffin.no).The official Norwegian database for public procurement notices, operated by the Norwegian Digitalisation Agency. Every above-threshold and most national-level notices are published here — it’s where you find the opportunity. Above the EU/EEA thresholds, notices also go to TED.

Mercell. The dominant e-tendering platform Norwegian authorities use to distribute documents and receive bids. For many tenders you register on Mercell (free) to access the konkurransegrunnlag and submit — the Doffin notice links you there.

02 · EEA rights and thresholds

The national threshold for advertising on Doffin is around NOK 1.4 million for goods and services; above the EU/EEA thresholds the full open procedures apply. The ESPD (egenerklæring) applies as across the EEA. Documentation and bids are in Norwegian, though English is occasionally accepted on large international contracts — turning a Norwegian bundle into a structured English plan is where an AI-native workflow pays off.
