Netherlands tender platforms: how to bid on TenderNed

The Netherlands did what most countries didn't: one official system for both publication and submission. If you're bidding into Dutch public procurement, TenderNed is the whole map.

The Netherlands runs one of the cleanest procurement systems in Europe. Every Dutch authority is obliged to publish its national and European tenders on TenderNed, and the same platform is where you submit — publication and e-tendering in one place. No hunting across regional portals, no separate submission system.

01 · TenderNed: one mandatory system

What it is.The Dutch government’s official online tendering system, part of PIANOo (the public-procurement expertise centre under the Ministry of Economic Affairs). All Dutch contracting authorities must publish their above-threshold national and EU tenders on TenderNed’s announcement platform, and it doubles as the transaction system: suppliers ask questions, receive clarifications, and upload responses there.

Reading is open; bidding needs an account. Notices are public to browse. To participate you register a company profile and, for Dutch-government tenders, authenticate with eHerkenning (the Dutch business login), linked to your KvK (Chamber of Commerce) number or its EU equivalent. Registration is free.

02 · Registration and the six-step bid

TenderNed walks a submission through six steps. In practice you:

  1. Add the tender to your personal overview and open the bid.
  2. Answer the questions on requirements and award criteria.
  3. Complete the ESPD (European Single Procurement Document) in its digital form — reusable across tenders.
  4. Upload the requested documents.

  6. Submit using the transaction code sent to your phone.
