Italy’s procurement runs on a mix of one dominant national marketplace for smaller buys and standard EU procedures for the big ones. The centre of gravity is Acquisti in Rete and its marketplace MEPA, both operated by Consip, the state central purchasing body owned by the Ministry of Economy and Finance.
MEPA (Mercato elettronico della PA). An electronic marketplace, part of the Acquisti in Rete platform (acquistinretepa.it), where public administrations buy goods, works, and services from qualified suppliers below the EU thresholds. Suppliers publish e-catalogues and receive direct orders, requests for quotes (RdO), and negotiated procedures.
Consip. The central purchasing body that runs Acquisti in Rete and awards the large framework agreements (convenzioni) that many public bodies buy against.
ANAC. The National Anti-Corruption Authority oversees Italian procurement — transparency, supplier qualification, and the digital procurement records. Above-threshold procedures are published to TED.
Get qualified on MEPA first. To sell below threshold, a supplier registers and qualifies in the relevant MEPA category — this puts your e-catalogue in front of every public buyer. Access uses a digital identity (SPID / CIE) and a digital-signature certificate.
The DGUE.Italy’s ESPD implementation is the DGUE (Documento di Gara Unico Europeo) — the standard eligibility self-declaration. Documentation and bids are in Italian.
