Finland keeps discovery simple: every public buyer must publish its notices on HILMA, the free national notification channel. HILMA is where you find the tender; the documents and bids then live on whichever e-tender system the buyer uses.
HILMA (hankintailmoitukset.fi). The official, free-to-use notification channel for Finnish public procurement. National and EU-threshold notices are published here, and above-threshold notices are forwarded to TED. HILMA is your single discovery layer for the Finnish market.
The HILMA notice links to the buyer’s e-tendering system — most commonly Cloudia / Tarjouspalvelu.fi, and others. You register there (free), download the tarjouspyyntö (invitation to tender) and its annexes, and submit electronically. The ESPD applies as across the EU. Documentation and bids are in Finnish (sometimes Swedish); English is occasionally accepted on large contracts.
